  [SandboxIR] Implement BranchInst (#100063)

This patch implements sandboxir::BranchInst which mirrors
llvm::BranchInst.

BranchInst::swapSuccessors() relies on User::swapOperandsInternal() so
this patch also adds Use::swap() and the corresponding tracking code and
test.
