  [MC] Remove two unused parameters from MCAsmBackend::fixupNeedsRelaxation

fixupNeedsRelaxation is a simple implementation for
fixupNeedsRelaxationAdvanced. Its users do not utilize MCAsmLayout or
MCRelaxableFragment.
