  [NFC][Sanitizer] Refine the restriction on SizeClassAllocator64::kRegionSize (#86270)

This patch replaces the `SANITIZER_WORDSIZE / 2` with
`sizeof(CompactPtrT) * 8`, replaces hardcoded `4` with
`kCompactPtrScale` in assertion.
