  [MLIR][LLVM] Add `llvm.experimental.constrained.fptrunc` operation (#86260)

Add operation mapping to the LLVM
`llvm.experimental.constrained.fptrunc.*` intrinsic.

The new operation implements the new
`LLVM::FPExceptionBehaviorOpInterface` and
`LLVM::RoundingModeOpInterface` interfaces.
