  [mlir][vector] Fix invalid IR in `RewriteBitCastOfTruncI` (#78146)

This commit fixes `Dialect/Vector/vector-rewrite-narrow-types.mlir` when
running with `MLIR_ENABLE_EXPENSIVE_PATTERN_API_CHECKS`.
