  Rename C2x -> C23 in WWW pages

This updates the Open Projects, C status, and C DR status pages to use
C23 instead of C2x. Note, I've renamed the GitHub issue label from
`c2x` to `c23` as part of these change as well.

I left the C23 page anchor named `c2x` in the C status page so that
existing links to it are not broken.
