  [LLDB] Xfail TestVSCode_eventStatistic.py on Arm/AArch64 Linux

This patch marks TestVSCode_eventStatistic.py as xfail on Arm/AArch64
Linux platform. test_initialized_event testcase is failing. See buildbot
