[Openmp-dev] Windows support

What generator were you using (Visual Studio files, NMake files, Unix Makefiles?) and what compiler were you using?  I'm doing a large refactor of the CMake code:

No, I mean putting openmp folder under tools and compile clang the usual way with cmake. But currently that fails on Windows but works fine on Linux.
