The arguments to the op's region are the same as the arguments to the entry block of the region, see [this](https://github.com/llvm/llvm-project/blob/main/mlir/include/mlir/IR/Region.h#L81). So I think if you guarantee the op args, the block args are also guaranteed to be correct consequently.
