As an alternative - I can generate a `LLVM::GlobalOp` using SymbolTable in the Pass. Then, use it in the pattern. This way guarantees 1) SymbolTable is valid and we can use its Insert API, 2) Build SymbolTable once per `gpu.module`, so not expensive 3) Another pattern cannot generates a symbol with the same name.
