After considering this and seeing the frustrations it is causing many people, I think we should make a formal process change to help improve decision making going forward.<br class=""><br class="">Here is the outline of the <a href="https://gist.github.com/lattner/e3679998a7609c99b1243f09d30f0132" class="">draft proposal</a>.
