[llvm-dev] Sign up to phab, authorize 'r4nt'?

Hi,

GitHub allows to "transfer ownership" for such applications, we should
likely transfer this to the LLVM account ideally. I don't know who can
coordinate this with Manuel, maybe Tom or Mike?
