[llvm-dev] Opt tool missing

Hello I downloaded the windows binary of LLVM (LLVM-9.0.0-r***-win64.exe)
and it's missing the opt tool (it also appears to be missing from the 6.xxx
binary so it's not a recent development). Do I need to build from source to
get this tool? Is there a complete list of what's included in the binary
packages?
