[llvm-dev] Phabricator subscribes non-clang projects to llvm-commit, but the commit hook still uses cfe-commits

Looks like these were created before .arcconfig was updated with the
correct repository, so they incorrectly referenced LLVM.  New ones seem to
work correctly.
