[llvm-dev] llvm/compiler-rt install path

Never mind...  I just figured out I had CMAKE_INSTALL_PREFIX for
compiler-rt set wrong.  When cross-compiling compiler-rt it should be:
-DCMAKE_INSTALL_PREFIX=${TOOLCHAIN_DIR}/lib/clang/8.0.0
