The reason that these mails are being marked as spam can be seen in the 
following header:

Authentication-Results: mx.google.com;
        spf=pass (google.com: domain of llvmdev-bounces at cs.uiuc.edu designates 130.126.112.106 as permitted sender) smtp.mail=llvmdev-bounces at cs.uiuc.edu;
        dkim=neutral (body hash did not verify) header.i=@;
        dmarc=fail (p=QUARANTINE dis=NONE) header.from=iith.ac.in


The simplest solution to this problem is to have the iith.ac.in 
adminstrators (not anything that the mailing list administrators can do) 
change their DMARC policies to stop setting failure to verify messages 
as p=quarantine. For more details, I would refer you to the very much 
mashing-of-teeth and wailing currently going on in the IETF DMARC 
working group and related forums.
