I'm on version 14.0.6112.5000 from Office 2010 at the moment.
If you try it on this email, does reply-all include llvm-dev? I'm finding llvm-dev is included when I click reply-all on Renato's, Michael's, and your emails.
I'm wondering if it might be something subtle in the CC: header. The emails that drop the mailing lists have:
CC: <llvm-dev at lists.llvm.org>
And the ones that work for me have one of:
CC: "llvm-dev at lists.llvm.org" <llvm-dev at lists.llvm.org>
CC: LLVM Developers Mailing List <llvmdev at cs.uiuc.edu>
Both forms are valid but maybe Outlook doesn't like the omitted display-name.
