Thank you for the reply. 
At the moment we are working on rebasing our implementation (meanwhile, there were changes in pass manager implementation).
Also, we are implementing DecissionTree as immutable pass (suggestion by Hongbin Zheng).
As soon as we are finished new patch will be posted in Phabricator.

Thanks! That looks more manageable. There is going to be *a lot* of work involved in getting something like this integrated; but if you're up for that, as a next step, please rebase the patch and upload it to phabricator (see http://llvm.org/docs/Phabricator.html). That will make it easier to review in detail.
