[LLVMdev] [RFC] "noclone" function attribute

Hi,

Changes made:
  * The inliner is no longer affected whatsoever.
  * The verifier will now ensure that the transitive closure of the
callers of a noduplicate function all are noduplicate too.
  * LangRef updated.
  * Verifier test added.
