[ELF] Speedup creating program headers.<br>
<br>
After the total number of program headers are determined, virtual addresses<br>
and file offsets need not be reassigned for sections whose virtual addresses and<br>
fileoffsets remained the same.<br>
<br>
This doesnot change any functionality.<br>
