If this is acceptable for commit, I will start changing all the assembler directives we current emit to use the TargetStreamer mechanism.<br>

I will also move the AsmPrinter mechanism for handling default and commandline options to match AsmParser so I can get rid of the test/MC/Mips/elf_eflags.ll test.<br>
