set up a Zorg buildslave for Windows. It addresses issues we have
found on internal Windows builders in terms of combining/extending
Cmd.exe, Mingw32 and Msys and Visual Studio to build and test a
variety of llvm components on Windows.<br>

While Linux provides a clean build/install environment, Windows
involves multiple shells (dos, msys, cygwin), multiple compilers
(GCC, MS Visual Studio, and Intel 64), and build environments
where Cmake is required, msbuild replaces make, etc.<br>
<br>
I'm hoping this can become a central place to describe and update
a basic Windows buildslave incorporating the ideas in zorg osusl,
bb.pgr.jp, and some new builders to incorporate polly with lit
testing.<br>
