[PATCH] D79175: [ARM][MVE] Tail-Predication: use @llvm.get.active.lane.mask to get the BTC

some minor tweaks:

- added an option to force tail-prediction,
- removed the unreachable, and generate the splat BTC in the preheader if it doesn't exist.
