[llvm] 996dc13 - [NFC] [PowerPC] Remove unsafe-fp-math in FMA test

If I'm seeing it correctly, this is implementing my suggestion from D76419
( https://reviews.llvm.org/D76419 ).
We duplicated the existing tests to have versions that toggle "reassoc" in
IR rather than having separate RUN lines that use the (should-be-)
deprecated global flag "-enable-unsafe-fp-math".
Ideally, we could also replace the global "-fp-contract=fast" flag on the
RUN line with "contract" FMF in IR. Not sure if we have underlying bugs
there though.
