[LLVM-C] Use dyn_cast instead of unwrap in LLVMGetDebugLoc functions

Summary:
The `unwrap<Type>` calls can assert with:
```
Assertion failed: (isa<X>(Val) && "cast<Ty>() argument of incompatible type!"), function cast
```
so replace them with `dyn_cast`.
