[llvm] r355490 - [CodeGen] Omit range checks from jump tables when lowering switches with unreachable default

I've recommitted this in r357067 with a fix and regression test for
the problem that Alexander discovered. I also verified locally that a
a bootstrap build of LLVM on x86_64 works.
