[PATCH] D56691: [Nios2] Remove Nios2 backend

Looks like the backend is incomplete, and nobody has made any substantial changes in a year; clearly a candidate to be removed.  LGTM (but give it a few days in case someone objects)

For reference, there are currently four experimental targets in trunk: ARC, AVR, Nios2, and RISCV.
