It was reverted in https://reviews.llvm.org/rL340906 because of the following test case failure:
CodeGen/Mips/gpopt-explict-section.ll (http://lab.llvm.org:8011/builders/clang-ppc64be-linux/builds/23252)
Will take a look a bit later.
