Log:
RegUsageInfo: Cleanup; NFC

- Remove unnecessary anchor function
- Remove unnecessary override of getAnalysisUsage
- Use reference instead of pointers where things cannot be nullptr
- Use ArrayRef instead of std::vector where possible
