[compiler-rt] r336678 - Reapply "Make __gcov_flush flush counters for all shared libraries"

This commit seems to cause a test failure on Aarch64 which persist to
this day: http://lab.llvm.org:8011/builders/clang-cmake-aarch64-full/builds/5440/steps/ninja%20check%202/logs/FAIL%3A%20Profile-aarch64%3A%3A%20instrprof-dlopen-dlclose-gcov.test

Should this be reverted or do you think a fix can be found quickly?

Best regards,

Thomas
