[PATCH] D40655: [cmake] Enable zlib support on windows

I've gotten a number of emails about this breaking things, so I've
reverted this for the time being. I'll resubmit it once someone can
take a look at the new patch. I'd be also grateful if anyone can
verify that the new patch indeed fixes their workflow.
