[PATCH] D40207: [WIP] [DebugIR] Revive the old DebugIR pass for tip-of-tree LLVM.

I think this deserves an RFC to llvm-dev (with clear justification for why we should maintain a DebugIR pass).  That will get a wider audience than llvm-commits, and it's perhaps a better forum for hashing out high-level approach anyway.
