[llvm] r309310 - Un-revert "Teach the CMake build system to run lit's test suite. These can be run"

Hello, here is the current situation:

 - The lit :: shtest-format fails when run manually but doesn't lead to
system hang. This happens only when running by buildbot.

So there is the question will ANY failing test lead to hang? Thus
currently I am working on the following:

- Debugging the test in question to fix it

- Reproduce the hang with my local buildbot on win10 (need to set it up)

- Check if it hangs on any failing test. If yes, debug buildbot.
