Log:
ASAN activate/deactive controls thread_local_quarantine_size_kb option.

Summary:
Bypass quarantine altogether when quarantine size is set ot zero.
Also, relax atomic load/store of quarantine parameters, the
release/acquire semantics is an overkill here.
