If you like, this code might be a bit tidier by rolling in the
initialization into the conditional:

if (Expected<StringRef> NameOrErr = getName(Size))
  *Err = malformedError(...)
else {
  consumeError(...)
  ...
}

Also, not sure, but this code might be a bit easier less indented:

if (Size < sizeof....) {
  if (!Err)
    return;
  /* populate *Err */
  return;
}

It's the same number of lines, but reduces indentation (but does duplicate
the return which might make it harder to read - not sure)

Also "Twine(NameOrErr.get())" doesn't need the Twine() wrapper and you can
use op* rather than .get() if you like (this applies to all uses of
Expected::get in this patch/generally), so you can rewrite it as
"*NameOrErr".
