Merge request for 3.9.0: r275966, r275967, r275968

Hi,

I'd like to merge r275966, r275967, r275968 to the 3.9 branch. Is that ok? They're all related to finishing IAS support for the N64 ABI.

I'd also like to merge D22678 and D22679 to enable IAS by default for Debian mips64el once they've been committed to trunk.
