Re-reading my sentence, it is contradicting itself. If the WeakAny linkage
is on a definition, clearly it has a definition. =)

According to the LLVM language reference, weak linkage (WeakAny?) is used
for C symbols declared weak. But it must be the case that those simply
declared weak because they might not have a def are already ExternalWeak.

So, I think this change is ok.
