Hi Cong,

Sorry that I need to temporarily revert this commit to sort out a bot failure.
Our internal bot basically builds bootstrap clang with lto and pgo.
1> build clang with system compiler —> clang-v1
2> build clang with clang-v1, turning on lto and pgo

We are observing failure at 2nd stage, when linking Release executable opt.

I will re-commit this if our bot does not recover.
