[llvm] r246244 - Constant propagation after hitting assume(cmp) bugfix

I think the bad history has been purged from the machine. It is a separate issue and it is completely irrelevant to GVN. I remember the bots hanging while LTO llvm-cov (ScalarEvoluation infinite looping).
