[PATCH] IR: Expose the method 'getLocalSlot' in module slot tracker.

Hi,

This patch publicly exposes the method getLocalSlot in the
ModuleSlotTracker class.
This change would be useful for MIR serialization - for serialization of
unnamed basic block and alloca references.
