The ability to perform prevectorization in case no tiling is enabled

Hi Tobias,

I’ve attached a patch, which adds the ability to perform
prevectorization in case no tiling is enabled.  (It is checked with
'make check-polly’ and 'make polly-check-format')

Is it fine for trunk?
