[LNT] r242070 - Start adding a simple REST API to LNT

I added it back in with a fix, and it seems to have worked in

Operational theory: case (too)sensitive file system difference.  I also made Flask the last dependency, so it gets installed first.

Either way, it seems to have made it through the install this time.
