[PATCH] Switch test-release.sh to build with cmake by default (PR21561)

- Dropping 'do_64bit'
- Adding '-configure-flags' options to allow e.g. setting LLVM_TARGET_ARCH, and LLVM_HOST_TRIPLE or --build to cmake or configure.
