3.6.1 patch nomination: r230564 - only propagate equality comparisons of FP values that we are certain are non-zero

Is this going to be able to make 3.6.1? It really would be very useful
for Julia, as it would mean we won't need to run our own patched
version of LLVM (which the distribution packagers don't seem to like
very much).
