[llvm] r235977 - [DebugInfo] Add debug locations to constant SD nodes

I got your emails in reverse order, which left me no chance to fix the
issue.  The test in the new one, I'm surprised that -debug option presence
is controlled by assertion flag...  New r235989 revision works fine on builds
with assertions disabled.
