[PATCH] [mips] [IAS] Don't do 64-bit expansions for LA of symbol.

Hi dsanders,

In GAS, this is only possible with DLA.
We should also warn if LA is used for 64-bit symbols.

I didn't remove the 64-bit symbol expansion code because it will be useful for an upcoming patch which adds support for DLA.
