[PATCH] [mips] Removed MipsCC::fixedArgFn(). NFC

Hi vmedic,

There is one remaining trace of it in MipsCC::analyzeCallOperands() where
Mips16 might override the calling convention. This will moved into
tablegen-erated code later.
