[PATCH] [AArch64] Add missing BUILD_VECTOR cast

Hi Tim,

We fixed some BUILD_VECTOR issues in D5194 and D5170. It seems I have missed a cast.

I've also added a bunch of tests with i64 vector elements. Pretty minor change.
