[llvm] r216045 - InstCombine: Annotate sub with nuw when we prove it's safe

Hi David

Can this be extended to be NumLeadingOnes(LHS) > NumLeadingOnes(RHS)?  (Note i made up NumLeadingOnes, its just for descriptive purposes here).
