IR: Fix ConstantArray::replaceUsesOfWithOnConstant()

Previously, `ConstantArray::replaceUsesOfWithOnConstant()` neglected to
check whether it becomes a `ConstantDataArray`.  Call
`ConstantArray::getImpl()` to check for that.
